For example, the Trump administration's 2017 Tax Cuts and Jobs Act, which substantially reduced the corporate tax rate, provided a considerable financial windfall for major tech companies.36 Beyond direct financial benefits, there is a desire for a broader pro-business environment and a pushback against what some tech leaders perceive as burdensome regulatory overreach and stifling "woke" progressive norms emanating from Democratic administrations.37
The symbolic presence of tech magnates like Musk, Zuckerberg, Sundar Pichai (Google), and Jeff Bezos (Amazon) at a hypothetical second Trump inauguration, as depicted in some analyses 39, would signify this alignment. Policy decisions anticipated under such an administration, such as the repeal of Biden-era AI safety executive orders (e.g., EO 14110) and a rollback of platform disinformation policies, appear to resonate with the preferences of some of these tech leaders for less governmental intervention and greater operational freedom.39
This evolving political engagement is also reflected in Silicon Valley's increased lobbying efforts. Tech companies and venture capital firms are significantly ramping up their presence in Washington, D.C., aiming to influence policy on critical issues such as AI development, defense contracts, data privacy, and antitrust regulation.29The industry is, as one report puts it, learning to "lobby like Lockheed," indicating a maturation of its political strategy and a recognition of the need to actively shape the regulatory and legislative landscape.29 This marks a departure from an earlier "techno-libertarian" ethos, which often emphasized technological progress as a means of empowering individual freedom and operating outside or in spite of government structures.42 The current trend sees segments of the tech industry actively seeking state power, partnerships, and lucrative government contracts, especially in burgeoning fields like AI and defense technology.42
The convergence of interests between influential factions within Silicon Valley and a Trump-like political agenda—characterized by deregulation, economic nationalism, and an "America First" posture 36—could create a conducive environment for the development and deployment of AI for assertive nationalistic purposes. If such a plan were framed in terms of ensuring U.S. technological and geopolitical supremacy, it might find support. Some prominent tech leaders are already deeply involved in developing powerful AI capabilities (as discussed in Sections II.A and III.B.1). If these individuals and their companies are politically aligned with an administration that favors decisive and assertive national policies, the utilization of AI to formulate and execute such policies, even those of a radical nature, becomes a more plausible scenario. A "domination plan," in this context, could be rationalized and promoted in terms of national security imperatives and the necessity of maintaining economic and technological preeminence, thereby appealing to both the tech sector's drive for innovation and market leadership, and the administration's nationalist ambitions.
Furthermore, this ideological shift from a "techno-libertarian" ideal of decentralized freedom towards a more pragmatic pursuit of centralized state power and contractual engagements 42 signals a greater willingness among some tech factions to partner with government entities on large-scale, potentially coercive projects. This evolution is a crucial precondition for any scenario involving Silicon Valley's participation in a "Deep State" or government-directed AI world domination plan. Such a plan would inherently be an ultimate expression of centralized power, requiring immense resources, state backing, and close collaboration between governmental and technological entities. The observed ideological and strategic recalibrations within parts of Silicon Valley make it, or at least influential segments thereof, a more plausible partner for a state entity—be it the hypothetical "Deep State" or a nationalist administration—in undertaking an endeavor of such profound ambition and ethical complexity.
3. Algorithmic Power: Platform Politics and Information Control
The immense power wielded by major technology platforms, particularly social media companies like X (formerly Twitter) and Meta, to shape political discourse and control the flow of information through their proprietary algorithms is a critical factor in any assessment of large-scale strategic influence.44 These platforms have become central arenas for political communication, public debate, and the dissemination of news and information.
