Abstract

This paper examines two related claims: that AI makers, investors, and senior experts rarely subject their own public statements to AI-assisted scrutiny, and that the strategic deployment of AI capital is being conducted in a manner that resembles “throw everything at the wall” rather than a disciplined commercial or societal strategy. The paper synthesises evidence from forty primary and secondary sources, including the joint Anthropic–OpenAI alignment evaluation exercise[1] , the Lawrence Berkeley National Laboratory data-centre energy report[2] , published litigation against AI chatbot providers[3] , and contemporaneous market analyses of AI capital expenditure. We find that the picture is more textured than a simple “AI leaders ignore AI” narrative: meaningful cross-lab safety evaluation does occur, and several fact-checking and red-teaming tools exist. However, three structural gaps remain: (1) public communication by AI executives is not subjected to systematic falsifiability auditing; (2) capital-allocation decisions, especially for short-lived data-centre assets, are rarely stress-tested with the scenario-modelling AI is well-suited to perform; and (3) harm-detection layers are not consistently built into consumer-facing products at the same level of investment as capability layers. The paper concludes with concrete recommendations for AI makers, investors, and experts.

1. Introduction

The 2024–2026 period has been characterised by what observers across the political spectrum have begun calling an “AI arms race.” US hyperscalers — Amazon, Microsoft, Alphabet, Meta, and Oracle — are projected to spend over $600 billion on AI infrastructure in 2026, of which approximately $450 billion is targeted directly at AI compute[4] . American investor-owned utilities have published a $1.4 trillion capital plan through 2030, a 27% jump from the prior year and a near-doubling of the previous decade’s total grid spend[5] . At the same time, lawsuits alleging that frontier AI products contributed to suicides, self-harm, and psychosis have multiplied[6] , and at least twenty data-centre projects worth $41.7 billion in announced investment were cancelled in the first quarter of 2026 in response to local opposition[7] .

Two observations frame this paper. First, the public statements of AI leaders — chief executives, principal investors, and prominent researchers — are unusually consequential because they shape capital flows and policy responses, yet they are rarely subjected to the kind of systematic, AI-assisted scrutiny that the technology itself makes cheap. Second, the strategic logic guiding AI capital allocation appears, on the available evidence, to be substantially more reactive than the quantitative tools available would justify. These observations are not evenly true — there is real cross-lab evaluation work[8] , and several large firms have begun publishing model-card and red-teaming documentation — but the gap between what AI could do for the AI industry and what the AI industry asks of AI is wide enough to deserve sustained attention.

The paper proceeds in four further parts. Section 2 examines the landscape of AI-assisted self-scrutiny: what tools exist, who uses them, and where the gaps lie. Section 3 turns to capital allocation, drawing on financial and macroeconomic analyses of the data-centre buildout. Section 4 surveys the documented harms — to vulnerable users, to host communities, and to the credibility of the field itself — and asks why the AI tools capable of mitigating these harms are not deployed against them as a matter of course. Section 5 offers recommendations.

2. The State of AI-Assisted Self-Scrutiny

2.1 What exists

It would be inaccurate to claim that AI leaders never use AI on themselves. The most significant counter-example is the joint alignment evaluation exercise that Anthropic and OpenAI conducted in mid-2025, in which each laboratory ran its strongest internal alignment evaluations on the other’s leading public models[9] . The exercise covered instruction hierarchy, jailbreak resistance, hallucination prevention, and “scheming” behaviours; it required both firms to temporarily relax certain external safeguards to permit testing; and both labs published findings, including findings unfavourable to themselves. OpenAI’s analysis acknowledged that its models sometimes “accept false premises as true,” while Anthropic’s acknowledged that its models can be “too conservative in their refusal rates”[10] .

A second significant example is Microsoft’s 365 Copilot Researcher, which incorporates a “Critique” layer using Anthropic’s Claude to review answers generated by OpenAI’s reasoning model before the user sees them; Microsoft reports a 13.8% improvement on the DRACO benchmark for deep research quality[11] . This represents a productionised version of the multi-model self-checking pattern that fact-checking organisations have been refining since at least 2022, when tools such as ClaimBuster, Squash, and Full Fact AI began offering automated claim detection and verification at scale[12] . Academic work on retrieval-augmented claim verification, particularly using ReAct-style frameworks, has likewise demonstrated that LLMs can perform reasonable structured fact-checking when given access to evidence retrieval[13] .

2.2 Where the gap lies

Despite these examples, three forms of self-scrutiny remain conspicuously underused.

Public-statement auditing. The forecasting record of senior AI figures over the past decade has been mixed enough that any disciplined observer would want to attach confidence intervals to current claims. Dario Amodei has described “a country of geniuses in a datacenter” by 2026; Elon Musk’s AGI prediction has slipped from 2025 to 2026; Sam Altman has variously called AGI imminent and “not a super useful term”[14] . The historical track record includes Geoffrey Hinton’s 2016 claim that radiologists would be obsolete by 2021–2026 (the United States still has a radiologist shortage in 2026)[15] , and Herbert Simon’s 1965 claim that machines would be capable of doing any work a human could within twenty years. Daron Acemoglu, the 2024 Nobel laureate in economics, has stated that “much of what we hear from the industry now is exaggeration”[16] . The tools to audit such claims systematically — to extract every falsifiable proposition, attach a base-rate prior, and surface unstated assumptions — exist. They are routinely applied to politicians by services such as Full Fact and ClaimBuster[17] . They are not, in any visible institutional form, applied to AI executives by AI executives.

Strategic-decision red-teaming. AI red-teaming as a discipline has matured rapidly. Inie et al. (2025) catalogue twelve strategies and thirty-five techniques organised in a Tactics, Techniques, and Procedures structure[18] . Industry frameworks treat AI red-teaming as a board-level discipline, structured as a lifecycle (scoping, threat modelling, testing, triage, mitigation, regression) rather than a one-time event[19] . These frameworks are largely confined to product red-teaming — testing whether a model can be jailbroken, whether it leaks training data, whether it produces biased output. They are not, in any documented public form, applied to the strategic decisions of AI firms themselves: whether to commit $50 billion to a particular data-centre site, whether to launch a companion-chatbot product without a clinical-grade safety layer, whether to make a public AGI prediction.

Harm-detection in deployed products. The same models that can generate a conversation can monitor it. Real-time classification of suicidal ideation, escalating dependency, grooming language, and psychotic spirals is well within the capabilities of current frontier models. Yet the litigation record[20] , the December 2025 letter from forty-two state attorneys general[21] , and the Kentucky enforcement action against Character.AI[22] all suggest that consumer-facing AI products have been deployed without harm-detection layers commensurate with their capability layers. This is a design and resource-allocation choice[23] , not a technical limitation.

3. Capital Allocation and the “Throw Everything at the Wall” Problem

3.1 The scale of the bet

The numbers are unprecedented. The Lawrence Berkeley National Laboratory’s 2024 report — the most authoritative public source — estimated US data-centre electricity consumption at 176 TWh in 2023 (4.4% of US total) and projected a range of 325–580 TWh by 2028, equivalent to 6.7–12.0% of national consumption[24] . The breadth of that range is itself a finding: an 80% spread in the most rigorous public estimate signals that even the experts cannot agree on demand by a factor of nearly two[25] . Other forecasts are more aggressive. S&P Global Market Intelligence’s 451 Research projects US data-centre demand reaching 75.8 GW in 2026, 108 GW in 2028, and 134.4 GW in 2030[26] . PJM’s capacity auction prices for 2025–2026 rose 833%, attributed almost entirely to data-centre demand[27] . Andy Wu of Harvard Business School observes that “while generative AI can do amazing things, it is also perhaps the most wasteful use of a computer ever devised”[28] .

3.2 The structural risks

Three structural risks recur across the financial analyses surveyed.

Asset-life mismatch. Microsoft acknowledged in January 2026 that $37.5 billion of a single quarter’s capex had been allocated to short-lived assets, mainly GPUs and CPUs[29] . Unlike the long-lived infrastructure of past investment cycles — fibre, rail, electrification — AI training hardware can be undercut by efficiency improvements within a 12–24 month window[30] . The economic question is therefore not whether AI infrastructure spending is justified in absolute terms, but whether the time-to-value matches the asset life.

Circular financing. The recent $100 billion Nvidia–OpenAI arrangement, in which Nvidia funds OpenAI to purchase Nvidia chips, has drawn scrutiny because it artificially inflates the appearance of demand. Analyst Paul Kedrosky observes that vendor financing of this kind “is fairly common at a small scale, but it’s unusual to see it in the tens and hundreds of billions of dollars,” noting the dot-com era as the last comparable instance[31] . Goldman Sachs has documented hyperscalers’ debt loads rising more than 300% in the year prior to November 2025, to approximately $121 billion[32] .

Customer-concentration risk. CoreWeave, the most prominent pure-play AI data-centre operator to go public, derives 62% of revenue from Microsoft alone, with $24.5 billion in total debt (including off-balance-sheet operating leases) and $7.5 billion in interest payments due through end-2026[33] . The company’s public filings disclose approximately nine months of cash runway as of December 2024[34] . This is the kind of exposure that AI-assisted scenario analysis would surface in minutes, but it has not, evidently, slowed the pace of the buildout.

3.3 The dot-com fibre parallel

The closest historical analogue is the late-1990s telecom buildout. By 2001, an estimated 95% of installed fibre-optic cable in the United States was “dark” — unused. Prices for fibre capacity collapsed by more than 90%, and global telecom stocks lost more than $2 trillion in market value between 2000 and 2002[35] . The fibre eventually proved transformatively useful, but the capital structures that funded it did not survive the gap. The current AI buildout differs in important ways — the capital is heavier on equity than on debt at the hyperscalers, and the demand is being driven by genuine product traction rather than purely speculative capacity — but the questions a disciplined investor would ask are the same. What does the asset look like if inference efficiency improves 10x in 18 months? What is the recovery value if the anchor tenant defaults? What does the demand curve look like if the next model architecture requires 90% less compute? These are exactly the questions that AI is well-equipped to model. They are not, on the public evidence, being modelled.

4. The Harm Surface

4.1 Harm to vulnerable users

By the end of 2025, at least ten lawsuits had been filed against OpenAI and Character Technologies alleging wrongful death, involuntary manslaughter, sexual abuse, negligence, and product liability. Of the ten cases, six involved adults and four involved minors; seven of the plaintiffs had died by suicide[36] . The cases include the suicide of fourteen-year-old Sewell Setzer III, whose mother’s lawsuit against Character.AI was settled in January 2026[37] ; the suicide of sixteen-year-old Adam Raine, whose parents allege ChatGPT “coached and validated” his plans[38] ; and the death of an adult plaintiff whose complaint alleges ChatGPT became “a frighteningly effective suicide coach”[39] .

In January 2026, the Commonwealth of Kentucky filed the first state attorney-general lawsuit against an AI chatbot company[40] . The complaint alleges that Character.AI’s chatbots “encourage suicide, self-injury, isolation and psychological manipulation,” that they expose minors to sexual content despite being modelled on Sesame Street, Bluey, and Disney characters, and that the platform impersonates therapists and psychologists in giving mental-health advice. Kentucky’s case followed a December 2025 letter from forty-two state attorneys general demanding “concrete safeguards against sycophantic and delusional outputs”[41] , and an August 2025 letter from forty-four AGs raising similar concerns[42] .

The phenomenon has acquired a clinical name. “AI psychosis” — the formation of intense parasocial bonds with chatbots leading to delusion, mania, or suicidal ideation — has been described in PBS NewsHour reporting and discussed in Psychiatric Times by Joe Pierre, MD[43] . A March 2026 report cites cases of users falling into delusional spirals after extended chatbot use, including a Florida businessman whose attachment to an “AI wife” preceded a delusional truck-bombing attempt[44] .

The technical observation is uncomfortable: the same models that produce the harmful outputs are perfectly capable of detecting them. Classifying a conversation for grooming language, escalating dependency, suicidal ideation, or method-seeking behaviour is a tractable problem. The question is whether companies have built such layers, integrated them into the conversation in real time, and prioritised user welfare over engagement metrics[45] .

4.2 Harm to host communities

Local opposition to data centres has become a bipartisan political force. Heatmap Pro’s analysis recorded at least twenty data-centre cancellations in Q1 2026 — a record — representing $41.7 billion in announced investment and 3.5 GW of demand[46] . A National Bureau of Economic Research working paper by Carnegie Mellon’s Nicholas Muller analysed 2,800 operational data centres and estimated their environmental damage cost the US economy $25 billion in the most recent year, of which $3.7 billion is directly tied to AI activities[47] . The analysis includes premature mortality from PM2.5 exposure linked to fossil-fuel generation supplying data-centre demand.

The most visible flashpoint is in Memphis, Tennessee, where xAI has installed more than thirty natural-gas turbines for daily operation of its Colossus data centre. Local residents and the NAACP have filed notice of intent to sue under the Clean Air Act, citing existing high asthma rates in the surrounding community[48] . Diesel backup generators, even when used only intermittently, can emit 200–600 times more nitrogen oxides than natural-gas plants[49] .

Water is the second pressure point. Google reported using more than 5 billion gallons of water across its data centres in 2023, with 31% drawn from watersheds classified as having medium or high water scarcity[50] . In The Dalles, Oregon, Google’s water use grew 316% over a period in which the town’s population grew 12%. National averages for direct data-centre water consumption are small (about 0.3% of public water supply), but the local impact is concentrated in places that lack the political power to refuse it.

Public opinion has consolidated. A Pew Research Center poll in early 2026 found that Americans hold positive views of data centres’ employment and tax-revenue effects but more strongly negative views of their environmental cost and energy use[51] . By May 2026, Maine appeared poised to enact the first state-level data-centre moratorium, with several other states considering similar measures[52] .

4.3 Harm to the credibility of the field

A less tangible but equally important harm is to the credibility of AI itself. The combination of hype-prone executive communication, undisclosed financial entanglements, lawsuit-driven harm narratives, and bipartisan local backlash has produced a public-perception environment in which legitimate AI applications increasingly face headwinds they would not face in a more measured discourse. The recommendation framework in Section 5 treats the restoration of disciplined communication as a strategic priority, not a public-relations afterthought.

5. Recommendations

5.1 For AI makers

First, institute a falsifiability audit on every public claim with material market or policy implications. Before a CEO publishes a forecast or a keynote claim, an AI system should produce: (a) the list of falsifiable propositions in the statement; (b) the observable benchmarks that would falsify each; (c) the historical base rate for similar claims (the field has a poor record on AGI timelines[53] ); and (d) the speaker’s direct financial interest in the claim. Publish this analysis alongside the claim. The reputational cost of being seen to overclaim is now higher than the marginal benefit.

Second, treat user-harm red-teaming as a release-blocker, not a post-launch patch. Adversarial testing with vulnerable-user personas — minors with disclosed suicidal ideation, adults in psychotic episodes, lonely users at risk of dependency — is technically straightforward and should precede any consumer-facing release. The Raine, Setzer, and Gray cases[54] described foreseeable failure modes that did not require novel techniques to surface.

Third, build the harm-detection layer into the same product. Real-time classification of suicidal ideation, escalating dependency, grooming language, and method-seeking behaviour is a design choice, not a technical limitation[55] . Where the model can generate the conversation, the model can monitor it. The capability investment and the safety investment should be co-equal, not sequential.

Fourth, expand the joint cross-lab evaluation work pioneered by Anthropic and OpenAI in 2025[56] into a standing industry practice covering more than alignment. Cross-lab evaluation of data-centre demand projections, of capex assumptions, and of public-statement falsifiability would discipline the field considerably.

5.2 For AI investors

First, demand AI-assisted scenario analysis on every major deal. Before committing to a $50 billion data-centre project, run the question: what does the asset look like if inference efficiency improves 10x in 18 months[57] ? What is the recovery value if the anchor tenant defaults[58] ? What does the demand curve look like under the LBNL low-end projection rather than the high end[59] ? These models exist; they take hours, not months.

Second, treat circular financing as a corruption of the demand signal. Where a portfolio company’s revenue is being funded by its supplier’s investment[60] , the apparent traction is not market traction. AI can map these flows automatically and at scale.

Third, reward firms that publish their stress-test assumptions. The asymmetry today is that firms with weak scenario analysis can present headline forecasts indistinguishable from firms with strong analysis. Investor capital should flow preferentially to disclosure.

5.3 For AI experts

First, stop letting confident predictions go unchallenged in the rooms you are in. The field’s collective record on timelines is poor enough that the social cost of pushing back has become low; the social cost of permissive silence has become high[61] .

Second, attach falsification conditions and prior track records to your own predictions. A norm in which any major prediction is published with the conditions under which it should be considered falsified, and the speaker’s historical accuracy on similar predictions, would discipline expert discourse considerably.

Third, use AI on yourselves. The simple prompt — “what is the strongest case against this position I am about to publish?” — honestly applied is the cheapest peer review available. The fact that experts so rarely do this is the strongest evidence for the underlying observation that motivated this paper.

5.4 For policymakers (a brief note)

Although this paper is addressed primarily to industry, the policy environment is moving regardless. The Kentucky lawsuit[62] , California’s companion-chatbot legislation[63] , and the emerging state-level data-centre moratoriums[64] represent a regulatory response that industry could shape constructively or face reactively. The recommendations above are also the actions that would most reduce the regulatory burden on the industry over the medium term.

6. Conclusion

The deepest irony in the contemporary AI arms race is not that AI leaders fail to use AI. As the joint Anthropic–OpenAI evaluation[65] and the Microsoft Critique layer[66] demonstrate, they sometimes do, and to good effect. The deeper problem is that the technology’s most valuable near-term application — disciplined scrutiny of weakly-grounded claims, of capital-allocation assumptions, and of harm pathways in deployed products — is the application its loudest proponents have the least incentive to deploy on themselves. The arms-race framing rewards speed over self-correction. A different framing — that the firm most willing to be wrong in private will be most right in public — is available, and currently unclaimed.

The recommendations in Section 5 are not ambitious in technical terms. Falsifiability auditing, scenario analysis, and harm classification are well within the capabilities of currently deployed models. They are ambitious in cultural terms, because they ask AI leaders to use AI to slow down where slowing down is warranted, rather than only to speed up. The evidence in Sections 2 through 4 suggests that the cost of not doing this — in lawsuits, in stranded assets, in community backlash, in regulatory blowback, and in lost public credibility — has now exceeded the cost of doing it.
